What kind of qualifications can the certificate of good standing be issued of?
This document can be issued for all applicants who hold a healthcare qualification obtained or recognised (nostrificated) in Hungary.
What does the certificate of good standing attest?
The CGS attests that the Applicant
-
has a clean criminal record, and is not under the effect of a non-appealable sentence imposed for a criminal offence suspending the health care activity concerned on the day of issue of this certificate;
-
is not under the effect of a non-appealable sentence imposed for the violation of the professional ethical rules;
-
is entitled or not to pursue the healthcare activity in Hungary.*
*The entitlement to pursue the healthcare activity depends on the membership to the competent chamber and on the validity of the Operational Registration:
-
if the Applicant does not have a membership in the chamber, the Applicant is not entitled to pursue the healthcare activity in Hungary at all**,
-
if the Applicant has a membership in the chamber, but does not have a valid Operational Registration, the Applicant is entitled to pursue the healthcare activity with supervision in Hungary,
-
if the Applicant has a membership in the chamber, and has a valid Operational Registration, the Applicant is entitled to pursue the healthcare activity without supervision in Hungary.
** The entitlement to pursue the healthcare activity basically depends on the membership of the competent chamber and on the validity of the Operational Registration, but for those healthcare professionals who have foreign citizenship (other than Hungarian), it is not obligatory to have the membership in the professional chamber and a valid Operational Registration, if the professional does not intend to pursue any healthcare activities in Hungary, and the Certificate of Good Standing is needed only for the recognition of his/her professional qualification abroad.
In accordance with the above writtens the healthcare professional with foreign citizenship can get the Certificate of Good Standing (which states that he/she is entitled to pursue the healthcare activity in Hungary without supervision) without holding a membership in the chamber and without a valid Operational Registration, but he/she is required to declare on the appliacation form, that he/she does not intend to pursue healthcare activities in Hungary (to put an X next to the declaration - "I have a foreign (non Hungarian) nationality, furthermore I do not intend to pursue any healthcare activity in Hungary").
From 2nd of March 2023 the membership of the competent professional chamber is not compulsory for doctors and dentist, the membership is optional for them. The doctors and dentists can get the Certificate of Good Standing (which states that he/she is entitled to pursue the healthcare activity in Hungary without supervision) without holding a membership in the chamber, but it is required to have a valid Operational Registration.
